[Eupol] next prop draft

Dear all,

attached, please find the latest version of our proposal. Thanks to all
who have already contributed! Most of the science part including the 
description of the proposed work is done. But now comes the more 
difficult part: we have to design milestones and deliverables (to the EU)
with exact dates, and these are the things where the EU will "measure"
our progress and make the funding depending on. Note that we have just 
4 weeks left until the deadline (submission will happen on February 27th!),
so please keep involved and thinking and helping(!).

In the attached proposal draft, please note the legend on the coloring
on page 2. The text/paragraphs with the red background are the ones which
we still have to handle! Input on these is particularly appreciated.
For the green-background requirements, we still appreciate comments in
case you feel something should be added or changed.

As to the milestones & deliverables: please, send me suggestions by the
end of this week (Sunday, Feb. 2nd, 23:59 UT), so I can compile a list
which we then should iterate/discuss. Please separate between milestones
and deliverables (definitions are in our proposal as red-marked text from
the template). For each deliverable we need to specify certain keywords - see
the grey box under table 3.1c. Similarly, for milestones we need to specify
means of verification - see table 3.2a.

Here are a few request for help on the missing details - please send 
those by Saturday, Feb. 7th:
@ all: volunteers are seeked for writing little paragraphs on the
  expected impact and the dissemination/exploitation plan are most welcome.
  I'm not very good at this...
@ Omer: could you write a paragraph on potential PR and outreach activities
@ Merlin: could you write a paragraph on the component-level response
   at the end of sect. D3.2
@ Nicolas: could you let me know re. the ISGRI-only test with the histogram
   of time-differences between blocks (my earlier email)
  Also, if you could read the half page of sect. D3.2.3 (p. 24) and
  send critical comments, that would be appreciated.
@ Nicolas+Merlin+Thomas+Michael: could we have a short (30 min) Skype
  conversation on the classical dichotomy of single-photon Compton events
  vs. mask imaging? I would suggest next Wednesday, Feb. 5th, at 17:00 CET. 
@ Jochen: provide a table with detailed expenditures for the 175 kEur
  presently planned for the spectrometer hardware
@ Michael: new figures without shadows.
