[Eupol] semi-final draft

Dear all

attached, please find a semi-final draft of the sect 1-3 of the proposal.
I think that by now we have covered all requests from the template.
Yet, comments would be highly welcome for
- any gross neglections/omissions of whatever detail/item?
- any potential mistakes / mis-quotes
- relative balance: sections 1, 2 and 3 each are graded with equal weights!
- possible additions of more self-praising buzz-words (such as "disruptive",
  "innovative" etc. [I'm not good at that!])

We have 5 working days left until submission (not counting the coming
weekend plus 2 days during which I'm travelling), so this is the time
you should read the full proposal (if you haven't done yet)! Please,
send comments by Tuesday, Feb. 25th (major issues possibly earlier).
