[Eupol] latest draft iteration

Dear all

attached, please find the present status of our draft proposal.
We have concentrated for the moment on the science part, i.e. 
sections 1.1-1.3, and while we made already quite some progress, 
there are still substantial holes at a few places. We should aim
at filling those up by early January.

I will be offline for the next 10 days, and therefore send you the 
draft already now, for your first round of criticism, and motivation
to send updated figures and/or text blocks for the missing sub-sections. 
Please send text as normal ASCII text, since I need to fill this into
a word document.

Have a Merry Christmas, and a good start into the New Year 2020!
